Is this air intake OEM in the 85s trucks? (Inside red circle):
This California truck has failed emissions inspections 15 times in different years since 1992.

I don't think so, no. That looks more like a K&N filter modification.

Have you ever taken it off and cleaned/re-oiled it? Have you checked the inside of the tube that goes over to the TB for a build up of oily dust/dirt? A sure indication of a K&N filter, and I don't think (as many will attest) that Toyota ever put them in as OEM.

The metal pipe behind the radiator and the cone air filter are aftermarket modifications, not stock for any year of Toyota truck.

 

It is not my truck yet, but that depends of the opinion of the gurus in the forum.
Put back the OEM air filter box should not be a problem, I believe.
