It's an air intake silencer / resonator. Function is a little unclear; maybe reduced intake noise and provided warmer air on startup. Also I don't think it was standard on all years, but probably was for a US '85 22r pickup. https://www.reddit.com/r/ToyotaPicku...noob_question/
The plastic connecting tube tends to crack; that may be why you don't have one. Underhood temps can get warm with the 22r, especially if all the smog equipment (air injection system) is installed, so getting your hands on a replacement duct might improve performance (cooler intake air is better).

Yup... It was to quiet the ripping canvas sound of carburetion. Why on a truck is beyond me, maybe on Grandmas Corona or a Celica. Something like that was pretty well on all models from about 1976 on and even today. Its basically as passive part you really don't need.
Replacing the corrugated hose could give you a slight improvement in power and mileage...maybe 1-2hp and 1 mpg. Most guys who were into real hard core off road took it off to keep rocks, water, mud and chipmunks out of the intake.
