I've been running Weber 32/36 carbs on both my yotas with the stock mechanical fuel pump and no pressure regulator at all. No issues that I've noticed...they both run great!

it does happen with both carbs. However one is off of an 85 and had not been rebuilt yet and had different vacuums than the one for the 81. Not sure if that matters or not. What else do you think it might be? I wish i could find an exploded view of all the vacuums. I dont think thats it cause i couldnt find anything even with the carb cleaner trick.

Ok so I checked the choke and it is wanting to stay wide open all the time. I am gonna drill out the pop rivits and put screws back in that way i can adjust it. Hopefully then i can fix the problem. If not then i am buying a weber...
