Fuel pressure regulator won't go about 1.7 psi

I recently purchased a fuel pressure regulator from LCE, I hooked it up and the pressure will not rise about 1.7 psi. Any thoughts?

Can it be adjusted ??
What psi is it rated for??

How much pressure do you need??

Have you checked the pump output ??

If your pump is putting out the correct pressure and adjustments fail to work Poor Parts strike again

The weber 32/26 should be ran between 2.5-3.0 psi. I checked the output from the fuel filter lead and it is at 1.7 psi.
