82 22R Refuses to Idle

82 22R Refuses to Idle
Back again after trying a few things, but my poor Toyota still refuses to idle.
So, the symptoms are it will start and appear to idle fine but it seems that once it comes off the high idle cam and the rpm comes down, it sputters and dies. The only way to keep it idling is to feather the gas, but even then it runs really rough.
The things I've tried are:
Checked the EGR passages, they are clear as far as I can see.
New intake gasket.
Checked all vaccum lines, nothing is cracked or disconnected.
Carb appears to be functioning properly. There is however a stripped mounting screw.
The truck sat for close to 3 years in a garage without being started until this last spring, so I did the usual tune up fare when I revived it.
I eventually want to desmog it completely to reduce the likeliness of vacuum leaks but that's down the road. I would just like to get it idling for now so it's a little more driveable and we can work up from there.
Any help or advice would be appreciated.

What does the float level in the carb look like when it running on high idle and once it backs off high idle?
How did you check for vacuum leaks? I would spray something where ever you could to see if it affects the idle.

Whether this means the screw holding holding one of the three carburetor sections together or the screw holding the carburetor to the intake manifold, this must be corrected first. Otherwise you'll be inducing a misdiagnoses.
