It very well could be. That area has transients beating the crap outta each other every once in a while.

I know a guy who works for a company that builds conveyor belts for cement companies. They had a bunch of extra steel laying around and they let my buddy take it. He built that and the rock sliders for a foot long sandwich and a soda from subway. The bumper portion is 5/8" thick plate.

It is next to the railroad tracks by Mojave Narrows in Victorville Ca. Nice little shakedown run place, got a litle bit of everything.
