What are the laws about lights?
I've looked at the California vehicle code and I can't find anything limiting the wattage of headlights or driving lights. The only thing I found was on placement and aiming.
I can't imagine they would let you use 1000w headlights.

Well, ever since last year when I would drive through yosemite at night I've been wanting some pencil beams to pierce the night. The high beams just aren't bright enough to see when the next curve is coming up.
But actually, I was looking up tint laws because I wanted to tint the corolla (or as ricers call it, the "Rolla") and I got side tracked. There's also no law regarding how loud air horns can be, other than it can't be "excessively loud". hehe, but that's another story...

I think as long as they (the package) say DOT approved, you're fine. However, I got some of those superwhites from 4wheelparts, which say "for off road use only" but I haven't had a problem with them yet. If you're worried about being pulled over, aim them down when you're in the city, so the cops won't notice as much.

Won't they just give you a fix it ticket so all you would have to do is say oh man I didn't realize these were too bright although that deer in nevada was caught in my lights.
