How much does the Deckplate mod and the ISR mod affect fuel economy?

If you keep your foot out of it, they do not negatively affect fuel consumption.

The only reason MPG gets worse, is if you are a leadfoot and like to hear the intake roar like me. Its all about going easy. I got 20.4MPG (Highway) this weekend, 75MPH, passed about 40 cars.
