OK, here are the pics of the aforementioned hoses.
These two little ones were completely disconnected.
I then traced them and found that they run under the plenum and back into the EGR valve.
Also, does this look strange? I noticed it yesterday. It's a small tube coming off the top of the throttle body with a small hose attached, and it's plugged by a small sheet metal screw. This doesn't look right to me. Can anyone tell me what it is and what it's supposed to do?

Looks like the EGR vacuum lines were not hooked up. The EGR vavle operates on vacuum, no vacuum = no EGR.
The bottom line looks like it may be the charcoal cannister purge line (usually labelled with the "P", at least it is on my 22RE throttle body. Look for a big black metal cannister around the firewall, it likely has a disconnected line as well.

WOOHOO!! Passed inspection!
High speed NOx was 450 and low speed NOx was 448. All this stress caused by two little hoses.
Man, I'm glad this is over and it didn't cost me a dime. Thanks for all your help, everybody.

I suppose you could file a complaint with the BAR folks. On the other hand, having a "lax" smog shop is a good thing sometimes 
I used to go to one when I first owned my old Landcruiser. It would pass the sniffer part fine, but fail the visual inspection. But they would pass it because they followed the "letter of the law", like does it have a smog pump (yes - even though it was not connected to anything), etc. Unfortunately, when I went back 2 years later, they had lost their license
