removing skid plates on 03 4Runner for oil
#2
I splurged and bought the factory service manuals... lots of useful info. I haven't had to change mine yet (only 1200 miles on it) but according to the service manual, you only need to remove the front skid plate ("Engine Under Cover Sub-Assy No. 1"). There is a grommet ("Engine Under Cover Seal No. 3") under the oil pan that you can remove to access the drain plug.

Forgot to answer your question about exactly how to remove it...
It appears to be held on with 4 bolts... the rear two are recessed as the mounting surface is actually bracket attached to the plate. I'll be changing mine in a few weeks (I change every 2K) and I'll let you know what I find.
