Fog lights are not the same as off-road or driving lights. Fog lights are designed to be used in fog conditions so the light doesn't scatter off the fog...usually mounted low so it lights up under the fog bank.
Driving lights are used to extend the width and depth of yer current headlights. They are useless in fog conditions.
Off-road lights are usually high wattage and will blind oncoming drivers when used in on-road conditions. These are usually mounted higher than the normal headlights so you git a better angle fer less shadows.

Hella 500FF Lights
These are a the latest Hella 500 lights...FF model (Free Form Reflectors -They have a better focus on them). You can buy them in "FOG" or "DRIVING" models, either type for $69 at Walmart. I bought both and switch them out for the situation.
They come with relay, switch, covers and wiring harness. I used a Toyota dash switch (p/n: 00550-35976, $14) and wire-wrapped the harness for protection. Ran the wire to the relay through the firewall using the hood-release cable opening/gasket.

Here's what my truck used to look like for a while. The fog lights I bought from kragen, bent L-shape brackets from thin steel, and bolted it to where the stock bumper bolts on. Then made holes in lower valence.

This thread is pretty old, but oh well..
Not sure if you are looking for "fog lights" or just extra driving lights. If you are just looking for some more light on the road than I recommend the HID conversion kits. I bought the kit from vvme.com, and the my lights are amazing now. One of my best mod's to my truck.

That's where mine were originally, but I just removed the offending valence up to the "vents" on the thing since my experience trying to cut tidy holes in the material wasn't so positive. Now they're just mounted on pretty beefy pieces of angle iron (I hate shaky lights) that I screwed to the front xmember.

On each side of the front crossmember are two bolts that are part of the support for the bumper. I simply loosened one of them, put a little bracket with a hole in it where a bolt can go through, and then I tightened back the bolt again.

Don't know if this helps, but there are the holes in the valence.
As for the Mounting, I don't have any pictures of those, but here's a drawing of what it is. All I did was put the thin metal in a vice and bent it, then made holes in it.
