No power to VSV

1994 4runner SR5 3.0L 3vze
My Vacuum Switching Valve is open at start up and the vacuum is opening the EGR valve, irradic Idle results. It runs crappy and a foul smell too.
How does this valve close, it will click and shut if I put 12v to it? Is it supposed to get electrified at start-up? New one does same thing.
I first thru parts because I was not enlightened:
EGR valve & pipes
cap
wires
rotor
modulator
R&C'nd TB & intake
C'nd DP
Fuel filter
Air filter
Vmaf
AC & heat work very good
All running lights work

The three VSV valves, Blue is next to firewall, Brown center haslines to egr & mod, green front.
Any one have a pic of the correct routeing?

It sounds like the vacuum modulator is broken, check the OEM dealer site for the diagram and the part ---> https://parts.olathetoyota.com/index.html

Wife has mechanic change valve cover gaskets, he re-plugged the vac lines on wrong tubes. Who would've Thunk? 3VZE now runs perfect. No more foul smell or
erradic Idle. ALL is well! Yes, Modulator & hashpot filters needed cleaning too. TB & IAC was filthy inside.

The Blue VSV is to the PAIR, The Red (brown) is to the Fuel pressure up and the Green is to EGR.

My red/brown was connected to egr. green was to fuel regulator, hencethe foul smell, vac to egr at idle.
