Is it the rubber part that is keeping it held together? or the metal sleve?

The metal sleeve. It has fused together with the bolt. The bushings wore away and the metal was rubbing against the plate it screws into and the sleeve and bolt are one.
So now that i have the whole sway bar off, the endlink is still connected to the end of the swaybar.

I assume you have soaked it in oil or penetrationg oil or such?
you could also try an air chisel...

Don't have many tools. But what type of oil would you recommend? That would also make it harder to grip the sleeve after the soak

I use PB Blaster penetrating oil....just soak it every evening for a few days then try to remove it wiht a vice or channel locks or vice grips something like that.
