Couple of 2nd gen questions

Size: 35.5 KBI picked up a '93 3.0 5sp w/ 207k on the clock last week. I'm working on giving her some love as far as repairs go. I've ran into a couple of things I could use an experienced opinion on.

1. There is a tee fitting on one of the vac lines for a vsv on the pair system. When I put my finger over it the Pair makes a farting noise. I'm assuming that its bad and since the are super expensive to replace can I just delete the emissions system on it? No smog test where I live, but I don't want it to throw codes because of it.

2. At start up the truck runs at 2000rpm. Once it settles in it runs at 1500rpm. Seems high compared to what ive been seeing on here. Ive attached a picture of the tps (I believe) with the motor running. Shouldn't the 2 pieces be touching? I don't want to adjust the idle and it really be something else
