Air intake first of all. I built a home made one, i'll put pics up in the forum soon. I used black ABS plumbing pipe ($10 worth), an AFM to 3" cone filter adapter bracket that you'll need ($9 on ebay) & a cheap Fram orange round filter ($7 at Walmart) total cost = under $30. you can buy a complete, nicer looking intake kit with a filter on ebay for $40-$70- I'd just buy one if i had to do it over again. Headers will also help with some power & they'll sound alot nicer. You can also do a complete exhaust setup. I started with an air intake & that's pretty much all i have for now, i noticed an instant difference in pwer & throttle response, also an increase of about 1-2 MPG.

I'm sure others will have more in deapth tips.......

tune up, synthetic oils throughout, fill tires to proper lbs., drive like an old lady

More MPG wont result in more power, there is a definite trade some where in there.
Pick one. The 22re is a strong motor and will get 20+ mpg if treated right, but hammering the gas results in less MPG.

More power-- header, intake, wont create a fire breathing monster 90-100 horse power motor in a 3000 pound truck -- you aint going fast.
