If I were you I wouldn't attach a bumper that you are going to yank on that way.
<--having personally ripped a bumper off my friends truck which was attached that way.
Also, if you are considering mass production you need to consider that this area often suffers damage due to it's flimsyness and body shops never really put it back to stock.
There are some nice mounting locations on the side of the frame, though you either need to cut the body mounts off and attach them to your bumper or hook around them. From your photos you could easily tie into the tow hook bolt locations.
If you do it like I did on mine, when some dumb blows a redlight and hits you head on, your bumper will stay on the truck and protect it.
Dip in the Chevy ran the redlight and took me just about head on. He went to the hospital, his truck went to the bone yard, the GF and I went to dinner in my Truck.

but back on topic, i have the bottom holes, but i cant remember if they are threaded or not and i would have to look andsee if i have the front ones, but im pretty sure i have them.

Yep, the '86-'89 4Runner and '86-'88 pickups have their front bumper bracket holes up on the front of the frame. One hole in the frame and another one a few inches above the frame. So that will be different than on the later ones where the bumper bracket holes are on the side of the frame.

Just for clarifcation - Those impact cups did not appear on the trucks or 4runners till about 93 or so.
Also the moog idler arm (what I run ) are not stronger then stock

Thanks, I guess the ones I've seen them on are 93-5. I think that was when they were required to make the bumpers speed rated, and the lower valance didn't cut it on it's own.

yup, and I've seen many an aftermarket bumper laying on the ground after just being ripped off the truck (and the way they come off it usually takes some good stuff with it for a little extra damage.)
Tied into the tow hook bolts, this person's design is pretty solid looking. If it were me, I'd take your design and add two straps that go between the tow hooks and the frame (with longer bolts) and then gusset that strap really well.
Looking at that prerunner bumper I like the way they tie on the outside of the body mount, Any time you can get some triangulation or separation between bolt holes that's a good thing.
FWIW: I've had a '91 and now a '94, neither of them had the 'cups' on the front cross member. It might be a region thing, Toyota makes all kinds of weird changes from one region to another. My '91 was a Northeast and the '94 is a Southeast. I wonder if that could have something to do with California models.
You may also want to consider the inherent weakness in the Toy frame when designing your bumper.
The front horns can get bent (mine did a little), and you should absolutely add the 4th crossmember to the front suspension (avail from a wide variety of sources.) This greatly strengthens the frame behind the front wheels. If I had it to do over again, I'd run some kickers down to the front axle (eliminate the skid) and make my own skid.

I am new to this stuff. What is an idler arm? I have not done anything to the 4Runner. Well, I shouldn't say "anything," 'cause tires, brakes jobs, tuneups, etc. do add up. Just no "mods." By the way, I am assuming you are talking about this last picture.

Take a peek at the picture above - see the rusty bracket bolted to the frame, that has an arm on the end bolting to the center link? Thats the idler arm (aftermarket one).
