95 4runner hesitating and major loss of power

I have a 95 4runner that I purchased knowing something was wrong with it. I got it for a steal and now Im trying to get it running properly. I have replaced fuel injection dampner and plenum gasket, circuit opening relay behind the glove box, efi relay, 6 new plugs, plug wires, Distributor, cap and button, 6 new fuel injectors, re manufactured ECM, fuel filter, oil filter, air filter and it still hesitates and has no power. When I depress the gas pedal to the floor it boggs out and will not go. When it boggs out I hear a loud pop coming from the driver side under the motor. I hear it from inside the vehicle. Im confused as to what it would be popping. It only pops when its choking out. If I feather the gas pedal in and out it will rev up just fine, but normal driving conditions its hard to even get to 40 miles and hour. Once it gets going if I floor it it almost feels as if the transmission de-engages but its not slipping because the rpms do not go up and it sounds like its bubbling. I have never had a vehicle do any of this. I am at a loss big time. This is not my primary vehicle. I bought it to give to my little brother who is graduating college and has no car. I am really trying to get it running before August so I can surprise him. Any advice so I can stop throwing money at it would be a lifesaver!!

What sounds like it's bubbling?
How are the vacuum hoses and intake tube?
Using any coolant?
Have you checked the timing belt and timing?

The truck itself like when I floor ir the motor i guess sounds like its bubbling. not the coolant tank or anything. My cylinders are holding compression. I had a compression test done at the dealership. I had a mechanic go through the vacuum lines and hoses and he replaced any that needed it. Could a vacuum leak cause it to act like this? The intake is also ok according to him. My mechanic checked the timing and the timing belt he said it was ok, but could stand to be replaced due to the mileage on the truck. He advanced the time a tooth and it still acted the same way. I dont think it is a head issue, but who the hell knows with this thing. It has a gremlin in it.
