86 toyota pickup 22re will not turn over
Just done a rebuild on a 86 22re new head and everything made sure everything was snugged up and went to start it and all we get is a click from under the dash the battery we are using is a brand new interstate. I can get the motor to turn over if i run a hot wire directly from the starter to the battery but not if we hook it up normally i have already tested the starter and it test fine and also put a new ignition switch in it still no luck anybody have any suggestions? And yes i checked the fuses lol :p

An electrical problem. These cannot be solved with a fuse puller, or new switches, or a trip to the starter store. They can ONLY be solved with a multimeter.
Do you get 12v on the solenoid wire with key-to-STArt? If not, do you have a starter relay? (I believe those came in after 1986, but you would know.) Is the transmission in park or neutral? Is the clutch-start switch closed?

I do have power going to the starter with the right wire attached and the truck is in park a guy at one of the local shops suggested the open circuit relay under the dadh on the passenger side may have gone out and this truck does not have a starter relay that i have found ive looked over the whole thing using diagrams all the wires have power

There are two wires to the starter; the fat one direct from the battery, and the smaller solenoid wire that gets 12v only when you turn the key. If you have 12v on both, and the starter doesn't make a loud thunk (the solenoid is pulling the pinion into the starter gear) followed by spinning, the starter is bad.
"The truck is in park" is important, but is the park-neutral switch closed? (If you have power on the solenoid wire, the p-n switch is not your problem.)
The "Circuit Opening Relay" controls the fuel pump, and has nothing to do with the starter. Why would you even listen to "a guy at one of the local shops"?

Figured it out whoever previoulsy owned the truck spliced into the actual starter wire and tucked it in the harness its self for some odd reason but truck starts fine and purrs like a kitten thanks for the suggestions
