22R Carb Help

I recently bought a '86 toy pick up and it has a 22r and im not experienced at all with carbs but my truck will not pass emissions the 1st time through both failed. The people before me removed the whole cat and so i got a new one installed and the 2nd time through it passed idle and failed under load. The gas seems to drip into the carb and the truck is defiantly burning more gas than it should. I would like to know if there are any simple suggestions that I could try and get my truck running PROPERLY

well the carb isnt even a year old i got reciepts when i bought the truck so i mean i dont really want to buy another but ill start to look into carb kits thanks.
still open to more suggestions

What do you have your timing set at? It should be 0 degrees with both vacuum hoses off and plugged that the distributor. Also apon hooking those lines up, your idle should jump back up as well indicating timing has advanced. Also check for any vacuum leaks including the carb base. Spraying carb cleaner around the carb base helps to diagnose a bad gasket or a seal problem. Your oil pan wouldn't happen to be leaking oil is it?

timing is fine its the 1st thing i checked and no the oil pan isn't leaking i did have a guy take a quick look at it and he said there where some small vacuum leaks ill see if i can get some time to work on it after work today
EDIT:i was looking at the vacuum lines and it looks like someone ran them wrong time to re run the lines could this be the problem?

Emissions are tricky: if you have vacuum problem or the EGR system is not working, you wont pass. Check all the basics first if everything is intact. get emissions inspected on a hot motor, after a freeway trip.

Re-did the float today seems to run better turned down the idle a bit it was a little high do to stalling and Tuesday taking it in to my dads shop to test emissions before i take it down.

87 toyota pickup. 22r. had trouble cranking at first after adjusting throttle starts fine. now new problem has arisen. first cranking motor runs fine when cold choke stops vehicle runs very roughly until shuts off. continuely flooding carb and pours gas through overfolow through front charcol canister out the drain onto the ground. double checked all vsccum diagrams via chilton manual floats may be stuck but im at a loss!.... any ideas?
