ECM removal/1983 Canada emissions

Extremely long story short…
Moved from CA and I have an 1982 CA emissions truck. I now live in Oklahoma where there are hardly any Toyota parts and luckily there are no Emissions /smog checks. I Have a ghost problem with truck running and it has stumped several great mechanics even a Toyota certified mechanic. Narrowed it down to the emissions or ECM. I want to swap the emissions over to the 1983 Canada 4x4 can I do this and will it still run good? Do I bypass the ECM when I convert it to Canada 4X4.
Rebuilt long block re built carb. Less than 2000 miles. It seems I have heard of people doing this conversion.

2nd question is can I run the motor without emissions equipment and ECM. I already have EGR block off plates.

You can convert your truck to the Canadian version but the problem is the plug that goes to the ECM. The Candian plug is a lot smaller (not as many pins). If you can get a Canadian plug or old used harness you can spice the proper US wires into the Canadian plug and you will be fine. If you have a factory service manual all the wiring is shown. Also, remember to change your Emission vacuum lines, controls, etc to match the Canadian system. I live in Pennsylvania and if you drive under 5000 miles per year you are exempt from Emissions testing. Check to see if Oklahoma has a similiar law. I run no Emission controls on my engine.

It is my understanding, the ECM only controls the fuel cutoff solenoid and can be removed if you wire the solenoid to the ignition switch

The Canadian ECM only controls the Carb Cold Mixture Heater (CMH) Relay / CMH Heater (pins 2&5), Thermo Switch input (pin 1), Voltage Regulator input (pin 4) and Ground (pin 3).
