If your heater isn't working at all, this may be your problem (84 Yota Pickup)
After exhaustive searches in this and other forums concerning my problem with my heater not working, I finally figured it out, and it was simple and stupid (usually the case).
I thought I would go ahead and include links to other posts that may help you if you are having issues, then I will post my problem/solution below.

My problem was that my heater completely quit working...other forums had stated that if you still had high speed, it was probably the resistor. I was getting no power at all to the fuse panel behind the glove box on the left side (where the blower relay is also located), and the heater switch did nothing.
I knew that it had to be either a bad ground, a fuse, or a dead short, but had checked every fuse listed. The ground that is on the body behind the driver's side kick panel I had added two grounds for my running lights, and thought maybe I accidentally left it off or not connected it well, but it was OK (this ground is also for your fuse panel, which could be the culprit).
The schematic down below shows a fuse in the power going to the whole circuit, but doesn't state where it is.
OK...so after pulling the blower resistor and checking it (was good)
Jumping the blower itself to test if it was working (it was)
Pulling apart the blower switch in the dash panel and sanding the contacts (wasn't that bad)
Buying a new blower relay (wasn't bad, didn't need it)
Exhaustive continuity/resistance/volt testing, I found that:
The fuse panel behind the driver's side kick panel has a fuse called "defogger"...that wasn't it. There is a 7.5 amp "Ignition" fuse that was blown, and it was the problem. Toyota, why label it ignition? I agree I may be an idiot and this was posted somewhere else on a forum, but I did Google searches until my eyes bled.
My hope from this rant is that you will discover this post and not waste two days like I did.
If you completely lose your heater (the switch does nothing), check the 7.5 amp Ignition fuse behind the driver's kick panel.

I believe they label it "Ignition" due to the fact that it supplies power only when key is on. "Run" position. Which is also when power is supplied to the engine electrics. Distributor, coil and igniter also get power when key is in the "Start" position, so I am strictly guessing. I'm sure someone else will chime in and make me look like the noob that I am....

I had the same problem, and tried most of the same fixes you did.
Nothing worked.
Then I saw your post, replaced my corroded IGN fuse, and the blower works!
It's so nice to have heat and a defogger, now that fall is here.
