Fuel cut solenoid question

I checked the primary fuel cut solenoid in my 1987 4x4 truck with a 22R carbureted engine. The solenoid itself works, but the voltage going to it is constant whether the engine is running, off, or being revved. Both of the vacuum switches seem to work fine. Is this normal? If not, what should I look at and inspect to fix it?
