Fan Under the Passenger Seat

Can anyone tell me what the dome like fan under the front passenger seat is? It never seems to turn off, even when I shut off the air. It's annoying because when I do shut off the air there is still that noise like the air is on.

It's your rear heater intake. Turn off your rear heater

yeah.... blows heat out under the rear seats, if youve never been in or cleaned the backseat of your 4runner, the controls are on the rear of the center console, there are also flip-out cupholders located a few inches above the controls
