overflow when filling up

so i dropped my tank to attempt to fix the sending unit (gauge stopped worked after a hard run in the rocks). all was fine, and went back together without a problem. however, now, when i get gas, it overflows out the neck when pumping at full speed. the tank was almost empty before i got gas, so i know it is not that. i took apart the filler neck to make sure there were no blocks in the line, and all is good.

it will fill fine without any issue if you pump at half speed, which takes about 10 minutes to pump about 12 gallons. i am at a bit of a loss, and the only search result that showed was on an 04 that had a hose off the air box. any idea's?
