don't think it will make a difference, maybe before, to get any crud out of the tank. but not sure.

putting it in the gas yeilds the least noticeable results. I wouldn't worry either way, but I think I would change it first, then run it.

really? I would have figured run it, so all the crud it cleans will end up in the OLD filter....then put the new filter in...

It doesn't really clean the inside of the tank....it's mostly for injectors, that's why I figure it wouldn't matter, and I would put it in after. Just don't run the tank out of gas completely and most of the stuff on the bottom won't be a problem. And buy decent gas....none of the REALLY cheap stuff.

Seafoam will just loosen up/disolve any crap stuck in the dirty fuel filter and shoot it into the engine. Filter, then Seafoam.
BTW - don't expect life-changing results from Seafoam.
