How to adjust Parking Brake on 2004 4Runner???
I put it in neutral. Push the pedal for the ebrake. It does a lot of clicks and does not hold the vehicle on a hill.
So, how can I adjust the parking / emergency brake?

The '03 and above have 4 wheel disc brakes, but the parking brake is a small set of shoe/drum brakes inside the rear set of discs. You have to manually adjust them to make the parking brake work. You have to jack the rear up, and remove the rear wheels. Using two or three of the lug nuts and some big washers for spacers, reinstall the lug nuts just tight enough to keep the rotor set in place. There should be two holes in the face of the rotor, opposite each other. Turn the rotor until one hole is just about at 6 o'clock, and using a flashlight, look through the hole to find a round, ratchet type adjusting wheel. You have to use a small screwdriver to rotate the adjuster until you just start to get resistance. Then turn the rotor to make sure it turns with just the slightest amount of drag. Do both sides, and then check you parking brake pedal, it should be good.

Is that the easiest way????
No rolling backward while depressing the parking brake pedal???
I'm a ok mechanic, but I might have to get the dealer / shop to do it next time it is in so hopefully it is done 100% correctly

The method of adjusting the parking brake by pulling the handle while rolling backwards only works with drum braking systems that have a self adjusting mechanism built in. The parking brake system on the '03 and up isn't part of the primary braking system, and doesn't have any self adjusting feature, so it won't work with them. It has to be adjusted manually.
