Looks like the dash pot. There's supposed to be a small filter on the end of it. It's like a tiny shock absorber that prevents the throttle plate from snapping completely shut when you let of the accelerator abruptly (or even just lean off it)
Supposed to help with emissions by allowing better combustion at at idle. See here, even though this is for a MKIII Supra, the function is the same. You can click through the pages to read more.

The tech link I posted for is actually for the 7MGE and 7MGTE Supra motors, but that wasn't the point. I missed the informative post above (reading>me) so I was just shedding light on what it is and how it works.

I've been looking this up for a while online and haven't found too much as far as the actual part to buy, used. My main concern with it is I noticed there seems to be a vacuum line on it and the missing filter and cap could be the reason my cruise control has the 5 blinks of death. How come theres no strikeout for font here? I take back the underlined, Looks like that "vacuum line" is really just a pipe bump stop to give the cruise control throttle controls a stopping point.
