Timing

Hello, so just just installed a new re manufactured 3.0l in my 94 runner,
So I was have trouble getting the timing correct do I bit the bullet and took it
The our local auto shop that works only on Honda and Toyota. I said please get the timing correct, so they worked on it for three day and for the life of them
Could not get the timing to spec, the only way for them to get it to run
Normal was to set the timing at 30degres witch is way off spec, they reset the timing belt and removed the distributor 6 times they finally gave up .
So any thoughts on what my problem is with the timing.

TPS good and correctly adjusted???

Would that cause the timing to be off that bad, so if I adjust the TPS to the correct spec , should the engine run bad cousins me to re time it ?

The base timing at idle cannot be set correctly if the TPS is not telling the ECU that the throttle is closed.
