LPSV Load Sensor Shackle Help Needed

Hello. I need help with my LPSV Load Sensor linkage.

I was wondering if the shackle was supposed to pivot at all.

I've attached a picture of the shackle with a red circle.

Is it supposed to pivot at that point?

thanks for looking

Yes, thats the part that mounts to the axle housing. It needs to be able to pivot.
