I would suggest that you pull your starter and remove the solenoid and check for debris in the starter gear. It is possible some crap got in there and is causing issues. I know you say the ECU did not get wet, but wonder also if maybe you should pull it and have it tested. I had a Suzuki Swift that would not do squat after I replaced the trannie. Turned out I had fried the ECU. Found another ECU and car ran fine. No &*&*^% clue what I did to fry the thing but some how it got screwed up.

You might also want to try PM'ing Roger Brown AKA: 4Crawler -- http://4crawler.com/ He is a whiz at Toyota electronics and describe your problems to him. He is awesome with advice.
Here is a link to some online Factory service manuals where you might find some trouble shooting information. I can totally feel your frustration...

Ok , just checking , I had one get wet and wouldn't start , they checked all the panel fuses but not the ones in engine compartment and the ECM/EFI fuse was toast

I did the same thing a couple weeks ago. not fun. mine was under water for 6 hours.

Mine was "only" under for an hour and a half. Just look at my avatar pic.

No. As you can see, only the driver side went under.

It was close, but I've already checked it. It's okay. It actually turned out that the small wire going to the starter was corroded. The motor turns now, but the fuel filter needs to be changed.
