Do the door pulls move are are they stuck? There is a plastic clip that pulls a metal rod that pulls the latch. If the door pulls don't move then something is jamming the mechanism in the door. If the door pulls move freely, you may have developed some slack in the plastic pieces, or on of the connector tabs may be bending and about to break.
The only way to know for sure is to take off the door car and get a good look at it cycling.

I would suspect the mechanism is stiff and needs some lubrication. Because of the stiffness and the wear after 20+ years, their is enough slack that the latch doesn't always disengage.
I agree, you should pull the inside panel and look at the mechanism. Some strategically placed graphite lubricant may fix you right up.

Below is from a thread of mine on how I fixed mine. I am looking for some better ways to fix this issue but this is working great for me. I can not find what is broken or damaged to cause the rod to move up out of the valley. Everything looks great when I compare the two doors. The foam my not be what actually holds the rod in but it does have cut marks where the rod sawed the foam. It will at least show where the issue is and get some different thoughts on the issue.
Copied...
This is my passenger door and it does open like it should from the inside. The drivers side does not. I was comparing the two trying to figure out why the passenger did and not the driver. I then seen this little foam. It helps hold the rod into the valley impressed in the door and that little bit makes the door open.
Here is the valley with the door handle pulled to open it and you can see where it is out of the valley.
Not the best fix in the world but is a better system then what Toyota did and it is working great now. I drilled two holes and used a ziptie.
A friend of mine and me have seen this issue several times and surprisingly I dont ever see this pop up on Yotatech or even seen a thread on it.
High Tech door fix.

I am kinda being lazy about pulling the panels because I really want to get a set of vent window doors but that is not going so well. When I get back from my business trip I will take the panels off thanks for the pics.

After seeing what is the issue, I am hoping some others can find the actual problem and maybe the correct fix. I cant find what is causing the problem. It looks like it is working properly and nothing is broke or bent. Maybe some better suggestions on fixing it as well.
