But does it still rev that high when you cycle through your gears manually (Not in Drive) ? If not then it would be a shift solenoid.

I am having a similar problem. I have a 94 4runner. My problem started after I had replaced the radiator. As of now i have a leak in one of my transmission cooler lines ( in the process of replacing it). The truck shifted fine after it warmed up(not an issue). Now the truck will need to be red lined to move slightly. then it will shift fine afterwards. I have replaced the fluid and the filter(no metal shavings) also I have replaced all of the solenoids. I do have the same problem in 4LO. reverse works great. Any help with this issue will be greatly appreciated.
