broke bolt question

so looking at a 22r 85 straight axel 4runner thats in decent shape. motor has 160k on it, and i can get it for 1500. here is the kicker though, the mechanical fuel pump has one of the bolts broken off flush to the head, and then subsequently broke an EZ out off in it when trying to remove it. i plan on mounting an electric fuel pump and calling it good, however would i be able to put a block off plate with some RTV around it and bolt it up and call it good or would it leak you think? i know the best idea would be to pull the head and get it drilled out and whatnot but just looking for some ideas

If I were you I would just pull the head, it's very simple on these engines, plus it would save trouble down the road, you wouldn't want to be running around with two broken pieces of metal in your engine would you? That way, you could just eliminate the mechanical fuel pump all together.
