1990 toyota pickup 4x4 ex cab 4X4 WONT ENGAGE

please help i have a 1990 toyota pickup ex cab automatic v6 i just had a shop install a brand new engine prior to the install i blew a head gasket and my 4x4 worked great. does anyone know what could be wrong. when i shift it into 4wheel low you can tell its in low but only the rear wheels are engaged i was told this could be a vacumn problem but i dont know. any help would be appreciated.

Most likely they didn't reconnect a vacuum line to the front diff. This page might help.
