Hood release cable

My buddy has a 2000 4runner 4x4 sport, and the hood release cable is stretched, so he needs to replace it, but cant pop the hood because it is stretched, and we think it is broken somewhere as well. So where does it run where we can get to it maybe from the fenderwell to snip it and pull it with pliers? I looked in Alldata and didnt see anything.

Do what my dad did on his truck, disconnect it from inside the cab, and rig it to where you reach under the front bumper to pull it. He keeps saying he's going to replace it, but he never gets around to it.

I doubt the cable stretched that much, it is most likely snapped.

You should be able to pull the front grille and have easy access or reach the cable from under the bumper (might be a stretch).

pulling the cable out should be a breeze but putting another one in its place is what has got me worried
