part identification help

I was driving along today and I heard this clicking like noise while I was going around 80km/h. I figured that wasn't too good so I pulled over and took a look. The rubber hose coming out of the bottom of the highlighted item in the picture (see attachment) looks like it has been severed and I think that the wind moved it around a bit and created the knocking noise. What part is this and does anyone where the rubber hose coming out of the bottom goes to?

I believe the hose on the bottom just vents to the atmosphere.
That is it just hangs out the bottom of the engine bay.

Hmm. I'll have to fix it to the frame and see if that stops the noise. Thanks.
