Broken BVSV

Hey, I have a simple question about a bvsv. Well mine is broke (top nipple is broken off) and the hose that goes to it wasnt connected, could this cause a vacuum leak? It drives fine and idles fine just until I hit the brakes and the engine revs up and down but as soon as I let go of the brakes its fine. So do you guys/girls think this is the problem?

What motor is it. If it is a 22re then it could be a vacum leak but some of them just do it without knowing why. Mine does it when the AC is on and I still can't trace down the problem.
