Yep, that vin is for a 4Runner. Model# too.
That vin label is in pretty deplorable condition.
The interesting thing is the vin plate under the glass. Those "rosette" rivets are kinda hard to come by. They're actually illegal to retail sell here in Calif. But if you were just doing the vin plate you'd have to pull the windshield. I know, i ordered a replacement plate for mine last year and had to do all that. Maybe they pulled the dash and swapped the whole thing?
Toyota put vin labels (white stickers about 1/2" x4") on the passenger door, underside of hood, and on both fenders where they bolt on under the hood. There also should be one down near the front bumper/lower radiator core support. It'd be visible if you opened the hood and looked down that gap between the radiator and the grille. Are those still present, or did those all get removed?
Your last spot to look for the true vin is in the frame rail towards the back. i wanna say left rear wheel wheel area. That stamping is right into the metal, and fairly large. It's just the last half of the vin, it won't be all 17 characters. That would be the hardest to alter. I've seen it done, but not easy.
If what you show in the photo is the only info you have than the only assumption one can make is it's stolen and altered.
btw, C/TR on that vin label is color code/ interior trim info. 8J8 is some shade of blue.

They steal a vehicle, then get a vin off another vehicle.
Once they have that all figured out they apply to DMV for a duplicate title. Usually the crooks get a clear vin off something that resembles the vehicle they're trying to rebrand.
In California they'd most likely confiscate the vehicle until they sorted out what happened. If they determined the original owner and it was reported stolen, they simply give the vehicle back to them.
Hope i'm wrong, but keep us posted.
