Add rear spare tires wing arm to 1991 T4R that didn't have one

Sorry, I know this has been discussed but for all my searching I haven't definitive answers to a couple of key questions. The first is - if my 1991 T4R didn't have the spare tire carrier on the back originally I guess we can assume it won't have the bracing on the quarter panel from the factory either, right? on one hand I don't know why they would have added it if that wasn't one of the options from the factory, but on the other it seems it would have been smart because adding it after the fact seems nigh impossible. I thought i'd seen somewhere that all of them had the bracing whether the spare carrier was ordered or not which would of course be wonderful. if someone could answer that once and for all that would help me figure out if i;'m going to pursue this idea at all.

the next is - assuming the bracing needs to be added, what is the prescribed way to do it? I've looked up from underneath and don't see any way to get near the quarter panel where you would need to weld on the add'l support. Can you get to where you need to weld if you take the interior out? I really don't feel like pulling it all apart just to see if it's even possible. Is it possible - if not from the interior - at all?

Thanks in advance.
