I don't know where these wires go!

Before I start I will offer some information on the vehicle

1999 4Runner Limited.
Push button 4wd mode on the shifter
Low gears engage when I shift the handle into 4Lo
No lights appear on the dash in any mode

I am in need of some help. I bought this runner and noticed that the 4wd lights dont come on. I thought however that the system was working since 4Lo changed the gear ratio. But during our recent snow, I learned a very unfortunate truth. No actual 4wd.

So I did some reading and saw that most posts were pointing to the VSV under the hood. I read about swapping the vacuum lines to see if that helps. Well, it didn't change anything sadly. So I started digging around some more and noticed that the two plugs on the vsv had wires running into some shrink tubing so I pulled on those to see where they were going thinking maybe i had a short in one of the wires possibly. I removed the shrink tubing and found whats in the photo. All the wires had been cut by a professional mechanic (sarcasm) and wrapped up and just stuffed out of the way.





I have searched everywhere (I think I just don't know exactly what to search for) but I can't find where these wires are supposed to go. Does anyone here know? I think reconnecting them would be a huge start to solving my 4wd woes. I greatly appreciate any help/advice and I apologize if this is a repeat post.

It could be the actuator on the front diff itself, the VSV's, or a vacuum leak to it, it tends to get oil and crap on it after 20 years, and not using it doesn't help, but I would start with connecting those wires.
