1989 Toyota truck - not starting on cold mornings...
Will not turn over in cold mornings.
Volt meter is showing battery at around 13v.
I try to jump it which doesn't work for about the first ten tries. Then, it finally turns over.
Starts up no problem for the rest of the day.
Any thoughts?

"Turns over"? It sounds like to turns just fine. Instead, I'm guessing it turns over but isn't "firing," or it's "firing but not catching," or it's catching but doesn't "keep running."
Take a small shot of starting fluid (or brake cleaner). If it stumbles to life for a second or so, I would suspect a problem with the Cold Start Injector. Easy to check. Pull the CSI out of the manifold (do not disconnect the fuel line; you'll have to replace the crush washers if you do that), and place it into a suitable container. Have your assistant "turn it over." On a cold morning you should get a squirt of fuel, only while cranking.
