BJ40 Forward Drive Transfer does not dis-engage to 2H

Hi all. New to this forum. My BJ40 '79 is stuck in 4WD. It has the Forward Drive vacuum activated system which has been checked and appears to work. Vehicle remains in 4WD when the FD button is off and the transfer lever is in 2H. I've tried "rocking" the car both in forward and in reverse gear whilst changing and/or activating the FD button on the dashboard. It has been driven this way for over a year and I have been (reluctantly) driving it in 4WD all the time. I'm hoping to avoid taking down the gearbox and looking inside so if anyone has any other ideas I could try?
