Engine surges when foot is on brake pedal and is warm

Good day to one and all !Their is a question I would like to ask, hoping someone
out there can guide us in the right path. Thanks. My son bought his 1st 92 yota,
22re and is excited as I once was when I bought my own. The only difference is,
4x4, cold AC, and power steering, which is great. The problem we are having now
is, when the engine is warm, and your foot is on the brake, the engine surges.
If and when the AC is on, the surging stop. Basically, if we had no AC, we would
be surging all Day. Can someone help? Thanks.

Does it act like the fuel is being cut on and off?

If yes, then that's the fuel cut rpm which means your ildle is too high. Your idle is lower with the AC on.

to shut off. It has a surging like sound. thanks

Odds are your idle is to high. Give us numbers for the idle wjen its sitting in park/neutral and the low and high rpms when the idle isn't steady.
