Horn problem

Ok I almost have this figured out (I think)
the horn did not work since I bought it, hazards DO work, I have cleaned all the contact points, and still does not work. when I was sanding off the brass plunger it receded into the cylinder and did not return, not sure if this is normal so I continued to push the brass plunger in, which actually made it touch the metal piece on the shaft the arrows are pointing at, and the horn started sounding continuously, so I know everything works, just not how it should. but is there supposed to be a spring connected to the plunger somewhere? Even with the brass plunger as far out as I can get it, it is too short to make contact with the brass ring . It looks like a previous attempt was made to sort of bend the brass ring outward to get it to touch the plunger. Still there’s no spring so I don’t see how it could stay in contact.. sorry if its confusing but it’s a little hard to explain .

Ok so after I put everything back together, If I get some long tweezers I can make the brass plunger touch the ring, and with the accessories on, the horn does in fact work. So, now it boils down to why the plunger isn’t staying out. Is there a spring missing somewhere?

Yes, there is supposed to be a spring. It looks like the plunger is worn down enough where the larger contact end has completely worn away.

This is the Toyota horn contact plunger kit, which includes the spring. Toyota just calls it the horn contact plate.

It is still available from Toyota and is $7.96 MSRP.
