93 Toyota pickup front end question

I put all new front end components on my Toyota pickup a little while ago. All stock stuff. I’m getting new tires put on and I noticed this part. Not sure what the part is call but it doesn’t look right. Any thoughts?

It's the sway bar end link assembly, and no, it's not right. The spacer and washers should be such that the bar is held up near the top.

Uppers: Energy suspension 9.9118G

Energy Suspension 8.5106G 24mm sway bar bushings & end links

When I got the truck, the upper a-arms were resting on very cracked original stops since PO tightened the torsion bars up a good amount and I only turned them back a little bit since rear has longer springs and wanted truck to still look pretty level.
