Brakes at timers feel like they're sticking

Brakes at timers feel like they're sticking
Now and then when at a stop and I take my foot off the brake pedal the brakes seem to stick for a second and then let loose on my '99 Tacoma.
A brakejob was done by I would assume by the Toyota dealer where I bought it.As it's a certified Toyota.
Any ideas?
