Timing belt spring location

1988 Toy 4Runner, V6, 3.0. I've changed out the idler pulleys, timing belt, water pump and tstat. I remember the spring tension are goes from the idler pulley to an arm bolted into the water pump housing. Should that arm be rotated entirely to the right when I tighten the bolt? There's a shoe near the bottom that would rest on the water pump housing. Just not clear on that. Help - putting it back together, SOON.

Timing belt tension spring arm

Thanks for the pic but the radiator housing is in the way. Do you recall if the tension arm is bolted in just above the idler pulley or one bolt to the right? If bolted to the right, I would expect the arm to be bolted in and leaned to the left or there would be too much space to extend the spring. I can’t find anything anywhere on it and it’s driving me crazy.
