1984 22R distributor cap question

Does anyone know what this part on top of the cap is? There's a corresponding hole on the inside. The part on the top spins and I'm wondering if the position matters. Also, I have heard there is an octane selector on the distributor but I don't see anything obvious. Does anyone know where that is located? Thanks, everyone!

It is to vent moisture, I have never heard of an octane selector.

That was her before she was stolen by a meth head and thoroughly trashed. I heard rumors of where she might be and did a stake-out for two weeks and finally caught him. That was 3 years ago and I've been rebuilding ever since. This truck has been my daily driver for 25 years and is my baby. She doesn't look near that good at the moment! Lol I'm planning on doing a write up once she's going again but I'll see if I can get some pics today before sundown and post a few. It's been quite the epic saga. Thanks for your interest

I'll have to go back and see what before pics exist. That may be the only one. But I'll put something together once I'm up and running.
Thanks for the help. Everyone I've talked to on this forum has been great!
