Daul Row Timing Chain Installed But Very Slack

Started installing a daul row timing chain kit from engnbldr and it went on really easy, I feel like the last time I installed a timing chain on a 22re it was pretty difficult. Am I being overly paranoid? The dots and links are lined up, its in TDC, the box labels say its for the right year, but the tensioner seems more kicked out than in pictures I have seen of other installs. Anyone have any clue? Thanks.

Just a thought - have the head or block or both been shaved?

Its a brand new head and the block was mostly likely shaved down by the machine shop when I had it bored out and rebuilt. which was what i was worrying about, or that they maybe got the wrong year head, but i mean we're talking at most a hundred thousandths of inch off the top.
