I now have a larger budget for my build and I'm just wondering what kind of exhaust you'd recommend.

This is the only part I'm concerned with. I don't know what direction I want to take it exactly. I kind of want a low grumble that'll still pass emissions at the end of the day.

I don't mean to be vague, I just don't know exactly what to do in terms of exhaust. Shoot me some links on this thread.

General recommendation is to open it up for allowing more flow. It's good to have "some" restriction if you want low end torque, usually this is located pre-CAT like in the header/downpipe. Wide open exhaust with low resistance is more for high rpm horsepower but will lack torque low rpm. Emissions testing will likely require CARB certified parts or have EO#s that match the vehicle. Most reputable aftermarket headers and CATs have these.
If it's a 22re, recommendation is 2-2.25" max diameter. 3vz would be about 2.25-2.75" diameter usually. Muffler choice is subjective - most seem happy with something like a magnaflow. Some people like flowmaster, I don't think they sound good on anything other than a v8. There are several headers available for either engine.
You also have the option of using a stock replacement exhaust system, like a Bosal. They're fairly inexpensive too. Just recently found out the 3vz version is the exact same shape as the 22re, but larger diameter - so can be used as a cheap upgrade for a 22re system.

I have been running Walker Stock replacement exhausts for years .

I am happy it bolts right in and fits

 

I've had Doug Thorley headers with Magnaflow cat and muffler on my '91 V6 for the past 10 years. I like that they eliminate the manifold wraparound that causes heat problems at the back of the engine.

The Magnaflow setup might be a bit loud for some but there are quieter muffler options if you want.
